This method of calculating IQ does not apply to adults

The concept is simple. It consists of a 12 volt battery that is charged
by a 2 - 5 watt solar panel. This battery is connected to a 75 watt
inverter which, in turn, powers two compact flourescent spot lights (23
watts each). These spotlights are connected to a light and motion
sensing base. The whole thing is in a wooden box to protect the
battery and inverter from the weather and to make it more mobile.

The Hacker's Dictionary of computer jargon
Introduction:
This document is a collection of slang terms used by various subcultures of computer hackers. Though some
technical material is included for background and flavor, it is not a technical dictionary; what we describe here
is the language hackers use among themselves for fun, social communication, and technical debate.
The `hacker culture' is actually a loosely networked collection of subcultures that is nevertheless conscious of
some important shared experiences, shared roots, and shared values. It has its own myths, heroes, villains, folk
epics, in-jokes, taboos, and dreams. Because hackers as a group are particularly creative people who define
themselves partly by rejection of `normal' values and working habits, it has unusually rich and conscious
traditions for an intentional culture less than 35 years old.
As usual with slang, the special vocabulary of hackers helps hold their culture together --- it helps hackers
recognize each other's places in the community and expresses shared values and experiences. Also as usual,
*not* knowing the slang (or using it inappropriately) defines one as an outsider, a mundane, or (worst of all in
hackish vocabulary) possibly even a {suit}. All human cultures use slang in this threefold way --- as a tool of
communication, and of inclusion, and of exclusion.
Among hackers, though, slang has a subtler aspect, paralleled perhaps in the slang of jazz musicians and some
kinds of fine artists but hard to detect in most technical or scientific cultures; parts of it are code for shared
states of *consciousness*. There is a whole range of altered states and problem-solving mental stances basic
to high-level hacking which don't fit into conventional linguistic reality any better than a Coltrane solo or one
of Maurits Escher's `trompe l'oeil' compositions (Escher is a favorite of hackers), and hacker slang encodes
these subtleties in many unobvious ways. As a simple example, take the distinction between a {kluge} and an
{elegant} solution, and the differing connotations attached to each. The distinction is not only of engineering
significance; it reaches right back into the nature of the generative processes in program design and asserts
something important about two different kinds of relationship between the hacker and the hack. Hacker slang
is unusually rich in implications of this kind, of overtones and undertones that illuminate the hackish psyche.
But there is more. Hackers, as a rule, love wordplay and are very conscious and inventive in their use of
language. These traits seem to be common in young children, but the conformity-enforcing machine we are
pleased to call an educational system bludgeons them out of most of us before adolescence. Thus, linguistic
invention in most subcultures of the modern West is a halting and largely unconscious process. Hackers, by
contrast, regard slang formation and use as a game to be played for conscious pleasure. Their inventions thus
display an almost unique combination of the neotenous enjoyment of language-play with the discrimination of
educated and powerful intelligence. Further, the electronic media which knit them together are fluid, `hot'
connections, well adapted to both the dissemination of new slang and the ruthless culling of weak and
superannuated specimens. The results of this process give us perhaps a uniquely intense and accelerated view
of linguistic evolution in action.
Hackish slang also challenges some common linguistic and anthropological assumptions. For example, it has
recently become fashionable to speak of `low-context' versus `high-context' communication, and to classify
cultures by the preferred context level of their languages and art forms. It is usually claimed that low-context
communication (characterized by precision, clarity, and completeness of self-contained utterances) is typical
in cultures which value logic, objectivity, individualism, and competition; by contrast, high-context
communication (elliptical, emotive, nuance-filled, multi-modal, heavily coded) is associated with cultures
which value subjectivity, consensus, cooperation, and tradition. What then are we to make of hackerdom.

The wind is a free, clean, and inexhaustible energy source. It has served mankind well
for many centuries by propelling ships and driving wind turbines to grind grain and pump
water. Interest in wind power lagged, however, when cheap and plentiful petroleum products
became available after World War II. The high capital costs and the uncertainty of the wind
placed wind power at an economic disadvantage. Then in 1973, the Arab nations placed an
embargo on petroleum. The days of cheap and plentiful petroleum were drawing to an end.
People began to realize that the world’s oil supplies would not last forever and that remaining
supplies should be conserved for the petrochemical industry. The use of oil as a boiler fuel,
for example, would have to be eliminated. Other energy sources besides oil and natural gas
must be developed.
The two energy sources besides petroleum which have been assumed able to supply the
long term energy needs of the United States are coal and nuclear energy. Many people think
there is enough coal for several centuries at present rates of consumption, and likewise for
nuclear energy after the breeder reactor is fully developed. These are proven resources in the
sense that the technology is highly developed, and large coal and nuclear powered electrical
generating plants are in operation and are delivering substantial blocks of energy to the
consumer. Unfortunately, both coal and nuclear present serious environmental problems.
Coal requires large scale mining operations, leaving land that is difficult or impossible to
restore to usefulness in many cases. The combustion of coal may upset the planet’s heat
balance. The production of carbon dioxide and sulfur dioxide may affect the atmosphere and
the ability of the planet to produce food for its people. Coal is also a valuable petrochemical
feedstock and many consider the burning of it as a boiler fuel to be foolish.
Nuclear energy has several advantages over coal in that no carbon dioxide or sulfur dioxide
are produced, mining operations are smaller scale, and it has no other major use besides
supplying heat. The major difficulty is the problem of waste disposal, which, because of the
fears of many, will probably never have a truly satisfying solution.
Because of these problems, wind power and other forms of solar power are being strongly
encouraged. Wind power may become a major source of energy in spite of slightly higher costs
than coal or nuclear power because of the basically non-economic or political problems of coal
and nuclear power. This is not to say that wind power will always be more expensive than
coal or nuclear power, because considerable progress is being made in making wind power less
expensive. But even without a clear cost advantage, wind power may become truly important
in the world energy picture.

INTRODUCTION
AN ENCOUNTER with untreated schizophrenia
can be a deeply unsettling experience that
leaves no doubt about the debilitating nature
of the condition. Who hasn’t averted their
gaze from a person engaged in an agitated
conversation with someone who isn’t there?
Psychiatric medicine has lessened the
frequency of such encounters. Where people
with schizophrenia have access to medical
care, their hallucinations can now be well
controlled with antipsychotic drugs.
That’s progress, but it helps those afflicted
with the condition less than it may appear:
even after the voices in their heads are
silenced, their ability to function in society
remains blunted by cognitive deficits that
make it hard to process information, learn,
remember and plan. Too often, despair brought
on by a lifetime of struggle ends in suicide.
That’s why the latest, extremely promising
results from a “brain training” approach to
treating schizophrenia (see page 13) are so
welcome. If the computer-based tools can be
further refined, there is real hope of restoring
patients’ cognitive abilities to the healthy
range, and maybe even safeguarding them
against decline in the first place.
The key test will be whether the lab results
translate into significant improvements in
quality of life. Particularly important will be
a trial led by Bruce Wexler of Yale University,
who is testing whether such training improves
performance in the workplace. This will be
important in societies that marginalise those
who are unable to hold down a job, particularly
for people with genuine difficulties who are
wrongly labelled lazy or stupid.
Alongside further developments in
treatment, there needs to be a better public
understanding of the problems faced by
those with schizophrenia. Over the past
decade or so, psychiatrists who specialise in
the condition have come to realise that the
cognitive deficits are more debilitating than
the hallucinations.
Word of this revised understanding
has been slow to get out, however, in part
because the official criteria used to define
schizophrenia – laid down in a volume
published by the American Psychiatric
Association called the Diagnostic and
Statistical Manual of Mental Disorders (DSM) –
do not include the cognitive symptoms .
That should change in the next edition of
the DSM , due in 2012, but efforts to inform the
public of the full nature of schizophrenia need
not wait until then. Schizophrenia has been
misunderstood and misrepresented perhaps
more than any other disease. Rather than
averting our eyes, we should do all we can
to offer a helping hand.

INTRODUCTION
IEA Electricity Information 2009 is the latest edition
of an annual publication intended to provide sound
market information on electricity and heat to policy
and market analysts, and those employed in all sectors
of the electricity industry.
This monitoring and reporting of historical trends and
current energy market situation provides a strong
foundation for policy and market analysis, to better
inform the policy decision process toward selecting
policy instruments that are best suited to meet domestic
and/or international objectives.
IEA Electricity Information 2009 brings together in
one volume the basic statistics compiled by the IEA
on electricity and heat production. It also includes
information on installed capacity, consumption, trade
and prices.
This introduction is followed by important information
that will assist the reader in correctly using the data in
this publication. In addition, calorific values used for
preparing national energy balances are presented.

Part I of the publication provides a short overview of
world electricity developments in 2007, covering
world electricity and heat production, input fuel mix,
supply and consumption, and electricity imports and
exports. A greater focus, with preliminary 2008 data,
is given to OECD countries with more detailed information
covering production, installed capacity, input
energy mix to electricity and heat production, consumption,
electricity trades, input fuel prices and enduser
electricity prices.
This edition of Electricity Information will also acquaint
the reader with developments in electricity
transmission and distribution technology by reproducing
a section of the recent IEA publication “Energy
Technology Perspectives 2008”.
Part II of the publication provides a corresponding
statistical overview of developments in the world and
OECD electricity and heat markets. Included is a synthesis
of the 2008 monthly electricity statistics of
OECD countries from the Monthly Electricity Statistics
report.
Part III provides, in tabular form, a more detailed and
comprehensive picture of the power and heat industry
developments for the 30 OECD Member countries.
OECD data are taken from IEA/OECD databases of
Energy Statistics that are based on annual submissions
from OECD Member countries to the Secretariat. The
Energy Statistics Division of the IEA Secretariat
works closely with national administrations to secure
consistency in time series and with IEA product definitions
and reporting conventions. The finalized data
provide the basis for IEA/OECD Energy Balances of
OECD Countries and Energy Statistics of OECD
Countries.
Price data in Part II are derived from IEA/OECD
Energy Prices and Taxes. Readers should consult this
publication for detailed information on data coverage
and sources.

CIRCUIT CELLAR
INTRODUCTION
When any good engineer worth his solder finishes a long-term project,
he immediately begins assessing what he accomplished in an effort to
prepare for future endeavors. We like to do the same thing. So, after finishing
this issue, we reviewed our 2008 editorial endeavor—publishing 12
fresh issues of Circuit Cellar—for the purpose of noting our accomplishments
and planning what is to come.
In late 2007, we set five major goals for 2008. We achieved them all.
The way I see it, we put a lot in and you got a lot out. Let’s review.
1. We planned to highlight Circuit Cellar’s 20th anniversary. We did so by
publishing Ed Nisley’s retrospective article, “That Was Then, This Is Now” (Issue
210), and introducing a new front cover layout. We also reinstated an old fan
favorite, the EQ section. Many thanks to Dave Tweed!
2. We set out to incorporate articles from the most diverse set of engineers
to date. We achieved this by running stellar articles by talented engineers
from such distant places as Dallas, Texas (Ben Smith, Issue 210),
Bogota, Colombia (Diego Mendez Chaves, et al, Issue 211), Tokyo, Japan
(Yoshiyasu Takefuji, Issue 213), Gorizia, Italy (Carlo Tauraso, Issue 216), North
Olmsted, Ohio (James Blackwell, Issue 218), and Pune, India (Mandar Bagul,
Issue 221).
3.We aimed to publish useful articles about renewable energy resources.
This year, we ran five articles on the subject in the Intelligent Energy Solutions
section of the magazine.We hope to continue publishing such articles in 2009, but
we need your help. It’s up to you to start planning the next batch of articles about
energy-efficient applications.
4.We promised to continue running useful graphics-related articles even
though we were removing the Graphics & Video issue from the editorial
calendar. We came through by publishing several graphics-related articles.
James Blackwell’s article titled “Content Collection and Display” (Issue 218) is
an excellent example.
5.We resolved to challenge readers to work on articles about programmable
logic-related topics. This month, we deliver an article by Kareem Matariyeh
about the Verilog language and programming FPGAs and CPLDs (p. 78).
To make this issue memorable, we packed it with articles about realworld
applications and handy new design tools. Starting on page 14, John
Peterson describes an expandable platform for light and animation. Design,
program, and rearrange! Turn to page 24 for Tom Cantrell’s useful introduction
to Altium’s Designer and Nanoboard.To learn about another handy
tool, check out Jeff Bachiochi’s article “Component Control” (p. 62). On
page 32, Mandar Bagul begins an article about an affordable mobile data
storage solution. On page 38, Ed Nisley covers the topics of NiMH charging
and designing a three-pack charger. If you want to build an electronic
identification system, check out Jan Szymanski’s description of his MCUbased
badge project (p. 44). Robert Lacoste demystifies the topic of proportional
integral derivative (PID) control on page 54. On page 69, Martin
Courtney introduces two beamforming techniques: adaptive and fixed.
